Finding funding in Québec: grants, loans, rebates and tax credits
The CanGrant team · 5 min read · Published Nov 6, 2026
The short answer
In Québec, funding comes from national programs, CED, Investissement Québec, Revenu Québec tax credits, Hydro-Québec, Roulez vert rebates and La Financière agricole.
Funding in Québec comes from several layers: national programs open to all of Canada, federal business funding delivered by Canada Economic Development for Quebec Regions (CED), financing from Investissement Québec, tax credits administered by Revenu Québec, energy programs from Hydro-Québec, Roulez vert rebates for electric vehicles, and La Financière agricole du Québec for farmers. Start with the Québec page or run the funding check to see which layer fits you.
This guide goes through each layer for businesses, non-profits, farmers and households. Each program we name has its own page with its current status and, as we confirm them, its amounts and rules, so check the program page before you plan around it.
Who funds businesses and organizations in Québec?
Picture four levels, each with its own programs. Our post on federal, provincial and city funding layers explains how they fit together.
- Federal, national. Programs open across Canada, such as CanExport SMEs, NRC IRAP, SR&ED tax incentives and Canada Summer Jobs.
- Federal, regional. CED is the federal regional development agency for Québec.
- Provincial. Québec ministries, Investissement Québec, Revenu Québec, Hydro-Québec and La Financière agricole.
- Local. Cities, regional county municipalities and community foundations.
The funders page lists everyone whose programs appear on CanGrant.
What federal funding is there for Québec businesses?
Canada Economic Development for Quebec Regions (CED)
CED delivers federal business and community funding across Québec. Its programs on CanGrant include Business Scale-up and Productivity for growing small and medium-sized businesses, Regional Innovation Ecosystems for not-for-profit organizations that support innovation, the Tourism Growth Program, and initiatives for artificial intelligence and quantum technology. Many CED programs offer businesses repayable contributions rather than grants; the program page says which.
National programs
Québec businesses also use national programs for exporting, innovation and hiring:
- Exporting. CanExport SMEs. Read export funding for your first market.
- Innovation. NRC IRAP and SR&ED. See SR&ED vs IRAP.
- Hiring. Canada Summer Jobs and the Student Work Placement Program. See the guide to wage subsidies and hiring programs.
- Loans. BDC, a federal Crown corporation, lends to businesses across Canada, including through its online small business loan.
What provincial funding is there for Québec businesses?
Investissement Québec
Investissement Québec is the province’s economic development Crown corporation. It mostly lends and invests rather than giving grants. Its products on CanGrant include project financing for business projects, development capital (equity financing), financing for collective entrepreneurship such as cooperatives and social economy enterprises, and the financing of refundable tax credits, which lets a business get money for tax credits it expects before it receives them.
Tax credits through Revenu Québec
Québec has its own tax credits, claimed with your Québec tax return. For example, the tax credit for an on-the-job training period is for businesses that host students in a work placement. Tax credits pay back part of what you spend once you file; read grants, loans and tax credits: the difference.
Energy programs from Hydro-Québec
Hydro-Québec’s Efficient Solutions program helps businesses and institutions use electricity more efficiently, with a version for agricultural operations. Its Technology and Business Demonstration program is for testing new energy technologies. Most energy incentives need approval before you buy or install. See the Québec energy page.

What funding is there for Québec farmers and forest owners?
La Financière agricole du Québec offers financing, insurance and income programs to farms and forestry businesses. Its programs on CanGrant include financial support for aspiring farmers for the next generation taking over or starting a farm, forestry financing, Sustainable Growth Investment, and two federal and provincial programs: AgriStability, which helps protect against large drops in farm income, and AgriInvest, a savings account that governments add to.
What rebates are there for Québec households?
The Roulez vert program offers rebates for electric transportation, including the new vehicle rebate, the used vehicle rebate and a rebate for charging stations in multi-unit buildings. Rules on which vehicles qualify and how to claim change, so check the program page before you buy. For home energy upgrades, read the home energy rebates guide.
What funding is there for Québec non-profits?
Québec non-profits can apply to national programs such as New Horizons for Seniors community-based projects and the Canada Cultural Spaces Fund, to CED programs for organizations, to collective entrepreneurship financing for social economy enterprises, and to community foundations and city grants. Read the non-profit funding guide and see the page for Québec non-profits.
What funding is there in Montréal, Québec City, Laval and Gatineau?
The pages for Montréal, Québec City, Laval and Gatineau bring together the provincial and national programs that apply there. City grants often have one or two intakes a year, so watch what is closing soon.
How do I apply for funding in Québec?
The steps are the same as anywhere in Canada:
- Read the applicant guide and the eligibility rules. Our guide on how to read eligibility rules helps.
- Apply before you spend. Most programs won’t cover costs from before approval. Read apply before you spend.
- Build a budget of eligible costs. See the grant project budget guide.
- Write clearly. See how to write a grant application and the grant application checklist.
- Check stacking rules if you combine federal, provincial and local funding. Read can you combine grants?.
